Isn't that limited by the decoding hardware? Per peteru's post:

"The hardware decoder only supports HEVC Main and Main10 Profiles, not High or High10 and only up to Level 5.0, not 5.1. AVC is supported up to Main Profile, Level 4.2. MPEG2 is supported up to Main Profile, High Level." I presume he was referring to the U4 here.

I honestly don't know. It's clearly the case for some formats, but I don't know whether it's a firm rule. It's certainly possible that a format may be supported in some hardware but for support to not yet be available in gstreamer.
This is a topic where I have a deep lack of knowledge (which is another reason why I'm reluctant to tackle it).
